THE ORGANIZATION WAS DECLARED TO BE A CORPORATE BODY BY AN ACT OF CONGRESS ON SEPTEMBER 16,1919 AS PART OF ITS MISSION " TO UPHOLD DEMOCRACY, TO CEMENT THE TIES AND COMRADESHIP BORN OF SERVICE, AND TO CONSECRATE THE EFFORTS OF ITS MEMBERS TO MUTUAL HELPFULNESS AND SERVICES TO THEIR COUNTRY."
