THE PURPOSE OF CAPP IS TO PREVENT THE MEDICAL INJURY COMPENSATION REFORM ACT (MICRA) FROM BEING DIMINISHED THROUGH THE JUDICIAL, LEGISLATIVE OR INITIATIVE PROCESSES, IN ANY MANNER WHICH WOULD DECREASE HEALTH CARE FOR PATIENTS. IT IS THE OBJECTIVE OF CAPP, THROUGH PUBLIC EDUCATION AND PUBLIC POLICY PROCESSES, TO PROMOTE PATIENT SAFETY, TO BROADEN ACCESS TO CARE, AND TO PRESERVE MICRA, A SOCIALLY FAIR, EQUITABLE AND COST-EFFECTIVE LIABILITY REFORM FOR ALL PARTIES.
