ITS EMPHASIS ON COMPREHENSIVE AREA PLANNING, CREATIVE BRANDING INITIATIVES, AND HANDS-IN-THE-DIRT PROGRAM FACILITATION SERVE AS A TYPE OF CONNECTIVE TISSUES BETWEEN CITY AND CITIZEN.
