WHILE THE NICS HOME OFFICE DOES NOT TECHNICALLY OWN OR CONTROL HER OVERSEAS OPERATIONS, THESE OPERATIONS ARE TYPICALLY INDIRECTLY CONTROLLED BY THE AGENCY THROUGH THE COMMITMENT OF MEMBERS OF LOCAL LEGAL ENTITIES WHO SERVE TO REPRESENT THE INTERESTS OF NICS IN THEIR BOARD/OWNER CAPACITY AND DO SO BY WRITTEN AGREEMENT.
