THE FEES COLLECTED FROM MEMBER MUNICIPALITIES AND THE EARNINGS THEREON ARE USED TO INFLUENCE PUBLIC AND POLITICAL OPINION, AND TO PROMOTE AND DEVELOP POLICIES, RULES, AND LEGISLATION FOR THE PURPOSE OF ACHIEVING THESE GOALS.
