TO CREATE A SUPPORTIVE ENVIRONMENT IN NORTH IDAHO IN WHICH PEOPLE CAN SPEAK UP AND SEEK HELP FOR MENTAL HEALTH & SUBSTANCE USE AND TO PROVIDE BETTER CARE TO INDIVIDUALS IN CRISIS IN A MORE CLINICALLY APPROPRIATE AND COST EFFECTIVE SETTING.
