THE CORPORATION WAS CREATED TO LESSEN THE GOVERNMENTAL BURDENS BY PROVIDING ASSISTANCE TO THE CITY OF PALM SPRINGS AND THE PALM SPRINGS REDEVELOPMENT AGENCY IN THEIR EFFORTS TO PROMOTE ECONOMIC DEVELOPMENT AND ELIMINATE BLIGHTING CONDITIONS WITHIN SUCH CITY, INCLUDING, BUT NOT LIMITED TO, ASSUMING THE OWNERSHIP AND OPERATION OF SANTIAGO SUNRISE VILLAGE MOBILE HOME PARK IN ORDER TO INCREASE THE AVAILABILITY OF LOW AND MODERATE INCOME HOUSING.
