TO PROVIDE LOW-COST RENTAL HOUSING TO THE ELDERLY, INCLUDING RELATED FACILITIES AND SERVICES WHICH ARE SPECIFICALLY DESIGNED TO MEET THE PHYSICAL, SOCIAL AND PSYCHOLOGICAL NEEDS OF THE AGED AND TO CONTRIBUTE TO THEIR HEALTH, SECURITY, HAPPINESS AND USEFULNESS IN LONGER LIVING.
