THE GENERAL PURPOSE OF THE COUNCIL SHALL BE TO ENCOURAGE, ENRICH, AND STIMULATE THE PRACTICE AND APPRECIATION OF THE ARTS AMONG PEOPLE LIVING IN THE CITY OF SOCIAL CIRCLE, THE COUNTY OF WALTON, THE SURROUNDING AREAS, AND THE STATE OF GEORGIA.
