TO SUPPORT THE CONVERSION AND MAINTENANCE OF AN ABANDONED RAILWAY IN SUMMIT, NJ INTO A SAFE AND SCENIC LINEAR PUBLIC COMMUNITY PARK AND PEDESTRIAN AND BICYCLE THOROUGHFARE. FURTHERMORE, TO LEASE THE ABANDONED RAILWAY LAND THAT WILL FORM THE PARK FROM THE NEW JERSEY DEPARTMENT OF TRANSPORTATION FOR A NOMINAL FEE OF $1.00 ON THE CONDITION THAT IT BE USED SOLELY AS A PARK.
