THE PURPOSE OF THIS IS TO PROVIDE RELIEF TO THE POOR, THE FINANCIALLY DISTRESSED AND UNDERPRIVLEGED AND TO PRESERVE AND MAINTAIN BOTH THE CIVIL RIGHTS OF THESE INDIVIDUALS AND UNIVERSAL ACCESS TO THE UNITED STATES JUSTICE SYSTEM FOR ALL CITIZENS, REGARDLESS OF FINANCIAL ABILITY.
