THE ORGANIZATION'S MISSION IS TO PROVIDE MECHANISMS FOR THE PAYMENT OF COVERED CLAIMS UNDER SELF-INSURANCE COVERAGE, TO AVOID EXCESSIVE DELAY IN PAYMENT AND TO AVOID FINANCIAL LOSS DUE TO THE INSOLVENCY OF A SELF-INSURER.
