THOROUGHBRED OWNERS OF CALIFORNIA'S OVERALL PURPOSE IS TO PROVIDE EFFECTIVE LEADERSHIP TO THE THOROUGHBRED RACING INDUSTRY IN CALIFORNIA. TOC INTENDS TO ACCOMPLISH THIS BY CONTINUALLY IMPROVING THE PROFITABILITY OF OWNERSHIP, INCREASING THE NUMBER OF HORSE OWNERS, ELEVATING THE QUALITY OF CALIFORNIA'S HORSES, AND USING EMERGING TECHNOLOGIES TO THE BENEFIT OF RACING.
