BY SPECIFICALLY PROVIDING ADMINISTRATIVE, FINANCIAL, AND TECHNOLOGICAL SERVICES TO EACH OF THE ORGANIZATIONS TO ENSURE THE NEEDS OF THE ORGANIZATIONS ARE MET AND THAT SERVICES ARE NOT DUPLICATIVE IN NATURE.
