TO FOSTER EDUCATIONAL OPPORTUNTIES FOR THE YOUTH OF THE BIXBY PUBLIC SCHOOLS THROUGH THE MAKING OF GRANTS AND OR CONTRIBUTIONS TO THE EDUCATIONAL INSTITUTIONS OF SUCH SCHOOL SYSTEM TO ENABLE THEM TO MEET THE EXPENSES OF EDUCATION.
