To provide decent, safe and sanitary housing for low- and moderate-income persons by acquiring, managing, or otherwise dealing with real property for the betterment of the community in the owning, renting, managing, selling, or financing homes, apartments, or other housing for persons of low income, including families, elderly, handicapped or disabled persons.
