TO PROMOTE HEALTH AND WELLBEING OF PEOPLE THROUGH THE DEVELOPMENT, PROMOTION, IMPROVEMENT, AND SUPPORT OF ALL FORMS OF HEALTHCARE SERVICE AND MEANS FOR THE DELIVERY OF SUCH SERVICE AS WELL AS THE SUPPORT AND ENHANCEMENT OF EXISTING HEALTH CARE TREATMENT FACILITIES.
