PROMOTE THE SAFE, RESPONSIBLE, AND ENJOYABLE OPERATION OF SAILBOATS AND OTHER WATERCRAFT FOR PEOPLE OF ALL AGES, GENDERS, AND ETHNIC BACKGROUNDS. WE WISH TO PROMOTE SAILING AND BOATING AS VIABLE AND REWARDING ACTIVITIES AND ENSURE THAT THOSE WHO PARTICIPATE DO SO IN A SAFE AND RESPONSIBLE MANNER.
