TO SERVE THE NEEDS OF THE DEAF AND HARD OF HEARING COMMUNITY THROUGH ALL PHASES OF LIFE, BIRTH THROUGH END OF LIFE, BY PROVIDING CULTURALLY AND LINGUISTICALLY APPROPRIATE ADVOCACY, DAY-TO-DAY SUPPORT, AND EDUCATION FOR THE DEAF, DEAFBLIND AND HARD-OF-HEARING INDIVIDUALS TO PROMOTE SELF-DETERMINATION AND INDEPENDENCE.
