IN THIS EFFORT, WE WILL COOPERATE AS POSSIBLE WITH LOCAL UNITS OF GOVERNMENT IN IMPROVING AND OPERATING THE CITY OWNED NORDIC SKIING FACILITIES AT CHESTER BOWL AND PROGRAMS FOR THE BENEFIT OF THE YOUTH OF ST. LOUIS COUNTY WITHOUT RESTRICTION AS TO RACE, COLOR, PHYSICAL CONDITION, SOCIAL OR ECONOMIC CIRCUMSTANCES, OR OTHERWISE, WITHOUT CHARGE FOR THE USE OF SUCH FACILITIES, EXCEPT TO THE EXTENT THAT REASONABLE AND MINIMAL CHARGE THAT ARE INCIDENTAL TO THE ORDERLY, SOUND OPERATION OF THE NORDIC SKIING FACILITIES AND PROGRAMS.
