THE MISSION OF ECDO IS TO FULFILL THE OBJECTIVE FORMULATING AND IMPLEMENTING PLANS FOR NEW CONSTRUCTION, MODERATE AND SUBSTANTIAL REHABILITATION OF AFFORDABLE HOUSING IN WEST HARLEM AND THE SURROUNDING COMMUNITIES OF HAMILTON HEIGHTS, MANHATTANVILLE AND MORNINGSIDE HEIGHTS.
