THE VISION OF ENERGY EFFICIENT WEST VIRIGNIA IS TO CREATE POLICIES AND PROGRAMS AT THE STATE AND LOCAL LEVEL WHICH CREATE AN ENERGY EFFICIENT ECONOMY AND UTILIZE EFFICIENCY FOR AN ECONOMIC TRANSITION AWAY FROM FOSSIL FUELS.
