FairVote Washington Foundation is organized as a non-profit corporation exclusively for conducting research and educating the public on issues related to ranked choice voting, voting methods, and electoral reform and advocating on behalf of those issues to the extent that no substantial part of the activities of which is carrying on propaganda, or otherwise attempting to influence legislation, except as is otherwise provided by section 501(h) of the Internal Revenue Code
