TO PROVIDE SERVICES FOR THE HOMELESS AS WELL AS SERVICES FOR OTHER NEEDY AND LOW INCOME PERSONS. ALL SERVICES TO BE PROVIDED FOR PERSONS WITHOUT REGARD TO AGE, RACE, CREED, RESIDENCY, GENDER, SEXUAL ORIENTATION, NATIONAL ORIGIN OR HANDICAP.
