THE DEPARTMENT WILL PROVIDE TREATMENT OR OTHER REQUIRED SERVICES TO ALL INDIVIDUALS IN NEED, BE IT LIFE OR PROPERTY. THE CARE AND TREATMENT WILL BE PROVIDED TO ALL PATIENTS.
