PROGRAMS EMPLOY A FULL NON-DISCRIMINATION POLICY AND PRIORITIZE LOW-INCOME COMMUNITIES IN NEW ORLEANS, LA AS THEY ARE MOST VULNERABLE TO THE EFFECTS OF CLIMATE CHANGE.
