THE PURPOSES OF THE COMMITTEE SHALL BE AS FOLLOWS:(1) IMPROVE COMMUNICATIONS BETWEEN THE UNIONS, THE CONTRACTOR ASSOCIATIONS, AND THE CONTRACTORS;(2) IMPROVE ORGANIZATIONAL EFFECTIVENESS BETWEEN THE EMPLOYEES AND CONTRACTORS;(3) SOLVE PROBLEMS OF MUTUAL CONCERN NOT SUSCEPTIBLE TO RESOLUTION WITHIN THE COLLECTIVE BARGAINING PROCESS;(4) ELIMINATE POTENTIAL PROBLEMS WHICH REDUCE COMPETITIVENESS AND INHIBIT THE ECONOMIC DEVELOPMENT OF THE AREA OR INDUSTRY(5) ENHANCE THE INVOLVEMENT OF EMPLOYEES IN MAKING DECISIONS THAT AFFECT THEIR WORKING LIVES
