TO PROVIDE FUNDING TO PLAN, ADMINISTER, STAFF, PROVIDE SCHOLARSHIPS FOR, AND CONDUCT EDUCATIONAL PROGRAMS FOR CURRENT AND PROSPECTIVE VOLUNTEERS, STAFF MEMBERS AND BOARDS OF DIRECTORS OF AGRICULTURAL FAIRS AND TO CONDUCT RESEARCH REGARDING THOSE ACTIVITIES AND THE INTERFACE BETWEEN THE PUBLIC AND AGRICULTURAL FAIRS.
