THE AGENCY HELPS INDIVIDUALS MOST VULNERABLE TO LIFE ON THE STREETS OF HARTFORD, INCLUDING THOSE WITH DEBILITATING ILLNESSES AND SEVERE SUBSTANCE ABUSE AND MENTAL HEALTH ISSUES, SOME OF WHOM ARE HOMELESS VETERANS.
