TO OPERATE FOR THE BENEFIT OF THE CHAMPAIGN COUNTY BOARD OF DEVELOPMENTAL DISABILITIES IN THE OPERATION OF A THIRD PARTY ADMINISTRATOR FOR THE BENEFIT OF THE PUBLIC AND THOSE PERSONS IN PARTICULAR WHO ARE ELIGIBLE FOR THE SERVICES OF THE BOARD.
