PHADC WILL WORK FOR AND IN CONJUNCTION WITH PEORIA HOUSING AUTHORITY TO FOSTER, DEVELOP, AND MANAGE LOW INCOME AND AFFORDABLE HOUSING, IN CONJUNCTION WITH ANCILLARY SUPPORT SERVICES THAT PROVIDE SAFE, DECENT, QUALITY HOUSING SERVICES TO THOSE WITH LIMITED FINANCIAL RESOURCES IN SEARCH OF A BETTER LIVING ENVIRONMENT
