TO PROVIDE QUALITY CHILDCARE AND AFTER-SCHOOL PROGRAMS AND SERVICES FOR LOW INCOME PARENTS AND CAREGIVERS (ADULTS). THESE SERVICES ARE PROVIDED SO THAT ADULTS CAN WORK OR ATTEND SCHOOL. THE SC FIRST STEPS AND ABC PROGRAMS GREATLY ASSIST THESE EFFORTS.
