TO PROVIDE HOUSING FOR THOSE PERSONS WITHIN THE COMMUNITY OF ARCADIA, FLORIDA IN NEED OF QUALITY AND AFFORDABLE HOUSING. SUCH HOUSING SHALL INCLUDE, BUT NOT BE LIMITED TO, HOUSING FOR LOW INCOME FAMILIES; LOW INCOME ELDERLY; FARM WORKERS, AND OTHER INDIVIDUALS WITH SPECIAL NEEDS.
