THE FACILITY WILL ENABLE NUL TO OPERATE A CIVIL RIGHTS MUSEUM, A NATIONAL HEADQUARTERS OFFICE SPACE, AND A CONFERENCE CENTER/PUBLIC MEETING SPACE IN THE CITY OF NEW YORK.
