TO PROVIDE EDUCATIONAL FUNDS IN SUPPORT OF STUDENTS OF RESC FOR STUDENT SCHOLARSHIPS, PROGRAMS THAT ENHANCE TEACHER MORALE AND EFFECTIVENESS, CAPITAL PROGRAMS AIMED AT ENHANCEMENT OF CURRICULUM OR SPECIAL PROGRAMS IDENTIFIED AS VALUABLE TO THE EDUCAITON PROCESS BUT NOT AFFORDABLE WITHIN NORMAL OPERATING BUDGETS.
