THE PURPOSE AND MISSION OF THIS ASSOCIATION SHALL BE TO PROMOTE, DEVELOP, AND ADMINISTER A YOUTH HOCKEY PROGRAM. THIS PROGRAM SHALL SERVE THE YOUTH OF WEST FARGO WHO RESIDE WITHIN THE BOUNDARIES OF THE ASSOCIATION AND PETITIONING PLAYERS WHO RESIDE OUTSIDE THE BOUNDARIES OF THE ASSOCIATION.
