TO ENCOURAGE ACTIVE PARTICIPATION IN GOVERNMENTAL AFFAIRS, PARTICULARLY THAT PERTAINING TO COUNTY GOVERNMENT, BY ALL MEMBERS OF COMMISSIONERS' COURTS IN TEXAS. TO UPHOLD THE PRINCIPLES OF GOOD GOVERNMENT IN TEXAS.
