HCS QUALIFIES AS A STATEWIDE CHDO BY VIRTUE OF RESERVING ONE-THIRD (1/3) OF THE MEMBERSHIP OF THE ORGANIZATION BOARD OF DIRECTORS FOR LOW-INCOME REPRESENTATIVES.
