THE PURPOSE OF THE ALLIANCE IS TO PROVIDE EDUCATION, INSTRUCTION AND TRAINING TO, AMONG OTHERS, APPRENTICES, JOURNEYMEN, INSTALLERS, AND TECHNICIANS AFFILIATED WITH NECA AND IBEW, IN ORDER TO DEVELOP OR IMPROVE THE CAPABILITIES OF SUCH PERSONS.
