THE PHOENIX CENTER WAS ESTABLISHED IN 1998 WITH A MISSION TO PROVIDE INDEPENDENT ASSESSMENTS OF THE ECONOMIC AND MATERIAL IMPLICATIONS OF REGULATORY AND ECONOMIC POLICY IN THE U.S. AND ABROAD.
