TO PROVIDE MEDICAL TREATMENT TO QUALIFYING PERSONS REGARDLESS OF THEIR ABILITY TO PAY FOR SUCH SERVICES, TO SERVE AS A MEDICAL SCREENING AND REFERRAL RESOURCE, AND FOR THE PROMOTION OF PUBLIC HEALTH AND WELFARE IN THE CITY OF TEMPLE AND BELL COUNTY, TEXAS AND IN OTHER CENTRAL TEXAS COUNTIES AS THE BOARD OF DIRECTORS MAY DETERMINE.
