THE TLDC HAS THE AUTHORITY TO ACQUIRE REAL OR PERSONAL PROPERTY BY PURCHASE OR LEASE, BORROW FUNDS, PROVIDE FINANCIAL ASSISTANCE, AND ISSUE NEGOTIABLE BONDS, NOTES AND OTHER OBLIGATIONS.
