IS TO DEVELOP, MANAGE, AND OWN SAFE, DECENT, AFFORDABLE HOUSING SPECIFICALLY DESIGNED TO MEET THE NEEDS OF LOW AND MODERATE INCOME INDIVIDUALS AND FAMILES IN A WIDE VARIETY OF SITES, INCLUDING SITES THROUGHOUT ALLEGHENY COUNTY, PENNSYLVANIA AND TO PROMOTE RACIALLY DIVERSE COMMUNITIES.
