CREATE AND MANAGE CONSORTIA COMPRISING INDUSTRY, AND ACADEMIC AND NONPROFIT RESEARCH ENTITIES; AND, THROUGH THE USE OF OTHER TRANSACTION AUTHORITY, FACILITATE COLLABORATIVE RESEARCH, DEVELOPMENT AND DEMONSTRATION OF CUTTING-EDGE TECHNOLOGIES BETWEEN CONSORTIA MEMBERS AND THE DEPARTMENT OF DEFENSE (DOD). IN DOING SO, CONSORTIUM MANAGEMENT GROUP, INC.
