THE EDC IS A CONSORTIUM OF PUBLIC SCHOOL ENTITIES WITHIN THE COMMONWEALTH OF PA WHICH POOL THEIR MONEY TO SHARE THE RISK ASSOCIATED WITH DENTAL INSURANCE. BY SPREADING THE RISK, MEMBER SCHOOLS ARE ABLE TO BETTER CONTROL INSURANCE COSTS.
