TO PROVIDE TRAINING OF PERSONS REPRESENTED BY THE UNION TO ENABLE THEM TO PASS THE UNITED STATES COAST GUARD EXAMINATIONS AND REQUIREMENTS FOR LICENSED OFFICERS IN ORDER TO ASSIST THEM IN UPGRADING THEIR LICENSES AND FOR DEVELOPING PLANS AND PROGRAMS RELATING TO SAFETY AND OTHER EDUCATIONAL ACTIVITIES FOR THE IMPROVEMENT OF THE LICENSED MARINE OFFICERS AND THE MARITIME INDUSTRY.
