THE ORGANIZATION PROVIDES RESEARCH AND TECHNICAL ASSISTANCE IN THE DEVELOPMENT OF SOLUTIONS TO LOCAL ISSUES PRESENTED BY MEMBER MUNICIPALITIES. THE COUNCIL PROVIDES TRAINING AND EDUCATIONAL PROGRAMS DESIGNED TO FOSTER LEADERSHIP DEVELOPMENT AND AN UNDERSTANDING OF MUNICIPAL ISSUES. THE COUNCIL COORDINATES GROWTH AND TRANSPORTATION ISSUES AFFECTING THE REGIONS THEY SERVE. THE COUNCIL ALSO UPHOLDS AND ADVOCATES PRINCIPLES OF EFFECTIVE LOCAL GOVERNMENT. FINALLY, THE COUNCIL PERFORMS AN AND ALL SUCH OTHER ACTS CONSIDERED NECESSARY OR DESIRABLE TO CARRY OUT THE ABOVE OBJECTIVES.
