THIS SPECIALIZED GROUP, MANY OF WHOM ARE LICENSED PILOTS, FORMER AIR TRAFFIC CONTROL PERSONNEL, AND MILITARY AIRMEN SHARE EQUAL RESPONSIBILITY WITH THE PILOT-IN-COMMAND FOR THE SAFE CONDUCT OF EACH FLIGHT.
