TO PROVIDE PROGRAMS AND SERVICES TO SCHOOL DISTRICTS THROUGH THE COOPERATIVE STUDY AND RESEARCH OF EDUCATIONAL ISSUES, CONCERNS AND NEEDS; PROMOTE BEST PRACTICES; AND PROVIDE FORUMS,SYMPOSIUMS AND WORKSHOPS FOR SCHOOL SUPERINTENDENTS, SCHOOL BOARD MEMBERS, SCHOOL ADMINISTRATORS, TEACHERS, STUDENTS AND COMMUNITY MEMBERS THAT OFFER OPPORTUNITIES TO IMPROVE EDUCATION.
