THESE SERVICES AND SUPPORTS ARE FOCUSED UPON UNLOCKING EACH CONSUMER'S POTENTIAL FOR SELF-DETERMINATION, EMPOWERMENT AND RECOVERY, AND THE HIGHEST LEVEL OF PARTICIPATION IN COMMUNITY LIFE.
